Appel urgent : Défense des droits démocratiques en Turquie.

Usant de la Loi de Lutte contre la Terreur, la terreur d'état contre les institutions et les droits démocratiques en Turquie est redoublé.

Le 12 Septembre dernier, 20 progressistes sont arrétés. Parmi eux, le directeur de la publication du journal Atilim : l'Alternatif Socialistes des Opprimés (Ezilenlerin Sosyalist Alternatifi: Atılım), İbrahim Çiçek, le coordinateur de la Publication, Sedat Şenoğlu, l'ecrivain Ziya Ulusoy, le journaliste Bayram Namaz et la coordinatrice de la Radio Libre (Özgür Radyo), Fusun Erdoğan. Le 14 Septembre, le journal Atilim : l'Alternatif Socialistes des Opprimés a été fermé.

L'état Turc a renforcé les opérations d'arrestations visant les progressistes, les démocrates, les personnalités de gauche et les socialistes. Le 21 Septembre, plus de 50 établissements de 21 villes ont été victime de rafles policières secondées par les forces spéciales. Parmi ceux-ci, le bureau central d'Atilim et les bureaux de province, le bureau de Kadiköy de Radio Özgür, le Centre Culturel BEKSAV, le bureau de Taksim et les bureaux de province de la Plateforme Socialiste des Opprimés (ESP), l'Association d'Embellissement du Quartier Mustafa Kemal, les bureaux de l'Association des Femmes Travailleuses (EKD), le Syndicat des Ouvriers du Textile (Tekstil-Sen), l'Association de la Jeunesse Socialiste (SGD), le Syndicat des Ouvriers Portuaires (Limter- İş), ainsi que de nombreux domiciles d'activistes socialistes.

46 personnes ont été emprisonné, dont la représentante de l'ESP Figen Yüksekdağ, le directeur à l'information de la Radio Özgür Halil Dinç, la présidente de Tekstil-Sen Ayşe Yumli Yeter, le président de Limter-İş Cem Dinç et son secrétaire général Zafer Tektaş, la présidente de l'EKD,Çiçek Otlu.

Nous condamnons toutes les attaques de l'état envers les droits et les institutions démocratiques.

Nous demandons la libération des détenus et l'arrêt des attaques illégales de l'état Turc.

Immediate attention: Defend Democratic Rights in Turkey.

State terror is being escalated with the use of the Anti-Terror Law (TMY) in Turkey against democratic rights and institutions.

On 12^th September 20 socialists were arrested. Among them Ibrahim Cicek, the Chief Editor of Atilim: Socialist Alternative of the Oppressed newspaper, former Chief Editor Ziya Ulusoy, Coordinator Sedat Senoglu, journalist Bayram Namaz and Free Radio (Ozgur Radyo) Coordinator Fusun Erdogan. On 14^th September, Atilim: Socialist Alternative of the Oppressed newspaper was banned.

The Turkish State has broadened arrest operations against socialists, leftists, democrats and progressives. On 21^st of September over 20 democratic institutions in 21 cities were raided by the Turkish Police accompanied by Special Forces. These included the Istanbul Central Office, provincial offices and the editorial office of Atilim Newspaper, Kadikoy office of the Free Radio, BEKSAV Cultural Centre, Taksim bureau and provincial bureaus of the Socialist Platform of the Oppressed (ESP), Mustafa Kemal District Improvement Associations, branches of the Association of Women Labourers (EKD), the Textile Worker Union (Tekstil-Sen), the offices of the Socialist Youth Association (SGD), and houses of many leftwing activists.

Another 40 were arrested including Atilim journalists, ESP representative Figen Yuksekdag; Free Radio News Editor Halil Dinc; Textile Workers Union President Ayse Yeter; Dockyard's Workers Union President Cem Dinc and General Secretary Zafer Tektas; Association of Women Labourers (EKD) president Cicek Otlu.

We condemn all the State attacks on democratic institutions and rights.

We demand the immediate end to the unlawful attacks of the Turkish State and the immediate release all the arrested people.

Appel à la solidarité contre la répression

Chers amis,

Notre journal Atilim est sans cesse confronté aux attaques de l'état Turc.

Notre directeur de la publication Ibrahim Cicek et notre assistant du directeur de la publication Sedat Senoglu ont été arrété le 8 Septembre. Une autre journaliste travaillant à la radio, Füsun Erdogan, a également été emprisonné. Ziya Ulusoy et Bayram Namaz, travaillant dans notre journal, et qui sont aussi des personnalités importantes du mouvement progressiste en Turquie, figurent parmi les personnes mises en prison.

Le préfet d'Istanbul déclara le 12 septembre dernier que l'arrestation des journalistes et ecrivains se situe dans le cadre de l'opération menée contre le parti communiste illégal MLKP. Le tribunal a emprisonné nos ecrivains Erdogan, Ulusoy et Namaz.

Cependant, cette situation est gardée secrète à travers une décision judiciaire. Ni nous, ni les avocats ne sont informés sur les raisons des arrestations. En effet, en Turquie, la Loi de Lutte contre la Terreur autorise de garder au secret pendant 6 mois cette affaire.

Nos deux directeurs de la publication, Cicek et Senoglu, qui travaillent au sein de notre journal depuis 12 ans, sont connus par la population. L'assertion selon laquelle ils seraient liés à une organisation secrète est tout simplement un coup monté.

En plus de cela, l'état a interdit le 14 Septembre la publication de notre journal pendant 15 jours. La raison de cette interdiction est le numéro que nous avons publié après l'arrestation de nos auteurs. L'état a interdit notre journal parce que nous avons condamné les attaques de l'état envers notre journal. C'est un exemple des limites de la liberté de la presse en Turquie. Permettez-moi de dire qu'aujourd'hui 25 journalistes sont détenus (la liste à ce sujet du comité de solidarité avec les journalistes détenus est en bas).

La repression sous forme d'emprisonnement ou d'amendes envers les journalistes s'est amplifiée, avec notament la nouvelle loi de lutte contre la terreur qui ouvre la voie à la fermeture de journaux, visant ainsi la liberté de la presse. Les articles 6 et 7 de cette loi ont été renvoyé au tribunal constitutionnel par le Président de la République Sezer afin d'être annulées. Mais cette situation n'a pas suffit à éviter la fermeture de notre journal et l'ouverture de procès à notre encontre rendus possible à travers l'article 6.

La censure qui sévit sur la presse dans notre pays est couverte sous le masque de la lutte contre la terreur par les dirigeants politiques. Pour eux, la fermeture de journaux, l'emprisonnement de journalistes ne sont pas une violation de la liberté de la presse, mais officiellement une lutte contre la terreur.

J'appelle à une solidarité internationale au nom de notre journal. Haussons nos voix contre la repression visant la liberté de la presse et pour la libération de notre directeur de la publication et de notre coordinateur de la publication. Mettons fin à la repression contre la presse progressiste de Turquie.

Letter to journalists, writer and Journalists' Associations,

Call for solidarity against repression.

Dear friends,

Our newspaper “Atilim” is under a systematic attack of the Turkish state.

On the 8^th of September, our Chief Editor, Ibrahim Cicek was taken under custody together with our Vice Chief Editor, Sedat Senoglu. Also, another journalist, radio broadcaster Fusun Erdogan was taken under custody. Prominent figures of the socialist movement in Turkey, and our writers, Ziya Ulusoy and Bayram Namaz were also taken under custody.

On the 12^th of September, the Governor of Istanbul announced that these journalists and writers were arrested as a part of a large “terror” operation against the clandestine communist party, MLKP. And the court imprisoned our editors, Erdogan, Ulusoy and Namaz.

But, the case is being kept secret with a legal decision, so neither us, nor their lawyers can get any information about why our editors were arrested. There is a decision for 6 months of secrecy. This is legal base provided by the new “anti-terror” law.

Our two editors, Cicek and Senoglu, are well-known by the people and are working in our newspaper since 12 years. The claim to link them with clandestine armed organizations is just a complot.

But furthermore, on the 14^th of September, the state had banned our newspaper for 15 days. The reason is the issue we had published after the imprisonment of our editors. The state, banned our newspaper, because we condemned her attack over our newspaper. This is an event, showing the borders of press freedom in our country. Also let me note that, today there is a total of 17 journalists imprisoned (the data of the Solidarity Platform with the Imprisoned Journalists-TGDP, list given below.)

The attacks against press freedom, had intensified, especially after the new terror law, which opened the way to newspaper closures, prison and financial penalties to journalists. Article 6 and 7 of this Law, had been carried to the Constitutional Court by the President A. N. Sezer. But this does not prevent the prosecutors and judges to shut down our newspaper, depending on article 6 of the new terror law.

In our country, the censor over the press is hidden by the rulers under the mask “struggle against terror”. When they shut down a newspaper, and arrest its' editors, officially this is “struggle against terror”, not violation of the press freedom.

On behalf of our newspaper, I call for international solidarity. Let us give a loud voice against this violation of press freedom, to gain the freedom of our Chief Editor and Vice Chief Editor and other imprisoned journalists. Let us stop the repression over the socialist press in Turkey.
